Information concerning efforts to standardise lend-lease to France to cover civilian supplies as with agreements with Britain and Russia, includes, letter from Ambassador Caffrey to Secretary of State regarding Bidault's concern at shortage of supplies and US failure to carry out commitments in this regard. - Memo regarding Jean Monnet's impending visit to US to initiate negotiations for loan and to arrive at settlement of outstanding lend-lease matters. - Memo by Robert Murphy, Ambassador to France, regarding French request for immediate post-occupation delivery of certain German materials. Information on US plan to offer Monnet a master lend-lease agreement programme similar to British agreement, reciprocal aid agreement and contract under section 3-C lend-lease Act covering credit terms up to 30 years and intention to review the programme periodically and particularly at end of war. - Memo on French loan request. - State Dept. memo regarding payment of arrangements with France for civilian supplies based on completely erroneous assumptions.
