Cover letter to John Foster Dulles from Jean Monnet, regarding a resolution adopted unanimously by the Action Committee, concerning pooling of resources and unity of action to attain a United States of Europe, particular mention is given to the need for co-operation in the area of atomic energy and the need for the participation of Great Britain. Monnet states that France and Germany want the resolution adopted by their parliaments and, as enclosure, text of resolution. - Reply from Dulles.
