JEF was created in the 1950s as a youth section of the UEF, but it was only at the beginning of the 1970s that certain groups within the youth section of the UEF decided to work more closely together with the object of bringing about closer European integration. The consequence of this collaboration resulted in the first Congress of the JEF in Luxembourg (1972) whereby JEF became an autonomous political organism.
