File contains preparatory versions of essays and studies, handwritten notes and various material relating to the European Community Budget, including press cuttings from British newspapers and 'Agence Europe's bulletins.

It contains, amongst others, the following items:
- Memorandum to the Dutch Parliament by the 'Dutch Ministry of Finance' on "The Net Position of the Netherlands vis-à-vis the EU budget" (14/02/1995). Study by the 'Groupe d'études politiques européennes' (GEPE) prepared by order of and with the support of the European Parliament on the "Commission White Paper on the Preparation of the Associated Countries of Central and Eastern Europe for Integration into the Internal Market of the Union and in particular a Country-by-country Analysis of the Current Preparedness of the afore mentioned Countries (project no. IV/95/51)" (15/11/1995).
- Working documents, text of HW's speech and draft minutes of the European Parliament's Committee on Budgets 'Hearing on the system of own resources of the EU' held on 23/11/1998.
