After some months from the conclusions of the Intergovernmental consultations, other meetings at Ministerial Level were convened in order to solve the crisis of ELDO. In 1969, it was decided a general re-organisation of the activities. Due to the UK aptitude to set aside from overcosts, other delegations offered themselves to burden the financial shortfall of UK and then to complete EUROPA-1 and EUROPA-2 programmes, unblocking the crisis.
