A Council's Resolution on 18th November 1971 laid down the establishment of a temporary commission empowered to determine the technical, administrative and financial conditions for ensuring a substantial probability of success for the next EUROPA-2 firing within reasonable time limites, or conclude that this is not possible. The Commission comprised a Chairman appointed by the Council, plus n.6 experts appointed by the member states, assisted by permanent secretaries. The Commission organised n.7 specialised Groups and it ended its work in March 1972.
