After studying law at Sorbonne University in Paris from 1955 to 1965, he earned a Ph.D. in 1966. He then was professor of public law and international law at the University of Amiens, then at the University of Paris I, before being elected to the Savoy in 1973.
He was a Member of European Parliament (MEP) between 1978 and 1999. During this period he was member and Chair of the Socialist Group, member and Chair of the Group of the Party of European Socialists. Cot was Chair of the Committee on Budgets, Vice-President of the European Parliament, Vice-President of the Parliament's Bureau, member of the Committee on Budgets, member of the Committee on Legal Affairs and Citizens' Rights, member of the Delegation for relations with the United States.
Since 2002 he has been a member of the International Tribunal for the Law of the Sea.
