Lord Richard (30.05.1932-18.03.2018) was educated at Cheltenham College, at Pembroke College, as well as in Oxford where he obtained a BA in jurisprudence. He qualified as barrister in 1955 and as Queen's Counsel in 1971. From 1964 to 1974 he was a Labour Party Member of Parliament for Baron’s Court (London) but also delegate to the Assembly of the Council of Europe. From 1965 to 1968 he was delegate to the Western European Union and at the same time was Parliamentary Private Secretary to the Secretary of State for Defence. In 1969-70 he held the position of Under-Secretary of State for Defence. He was appointed Deputy Spokesman (opposition) for Foreign and Commonwealth Affairs in 1971 and was sent in 1974 as UK Permanent Representative to the United Nations (New York), a position he held until 1979. From 1981 to 1984, Lord Richard was European Commissioner responsible for Social Affairs, Employment, Education and Vocational Training. He received his title of Baron in 1990 and was from 1992 to 1997 Leader of the Opposition in the House of Lords. In 1997-1998, he held the position of Lord Privy Seal and was Leader of the House of Lords.
