The fonds was deposited at the HAEU under the terms of the deposit contract signed on 12 May 1989.

85% of the fonds is composed of the official series of "Blue Papers", emanating from the decision-making and operative groups. These include minutes of meetings and working papers from permanent and temporary bodies. Apart from these official directives, a small part also includes papers from GEERS (European Space Research Study Group), which refer to the preliminary preparations for the setting up of COPERS (European Preparatory Commission for Space Research (COPERS). Relevant papers on the ESRO Convention are also included in this collection, the most important being the minutes of the 'so called' ESRO Conference.

All files of COPERS were included in the earlier shipment.

The ESA Headquarters in Paris stored the files arranged by topics and according to a related filing system. "Blue papers" are sequentially arranged, instead regarding other files, the HAEU evaluated the files in homogeneous folders.
