At the end of the '80s, because of the saturation of travel by road and air, the Commission created a High Level Committee for the development of a high-speed train network. The High-level Committee met for the first time on 15 January 1990 and requested the presence of national governments of the various member states, the European Railway Community, the major railway equipment manufacturers, Eurotunnel, and the ERT. The HL Committee was consulted on the following subjects:
the drawing up of a Framework Plan for a European high-speed train network;
the identification of priority projects;
the actions required to ensure the appropriate degree of technical compatibility of infrastructure and equipment. This report is an "intermediate report'.
