Abstract

Written step by step account by the Commission's Co-ordinator for nuclear affairs, Christopher Audland, of the three months after the Chernobyl disaster viewed from the perspective of the EC, plus nine annexes:
Annex 1 - Statement on the implications of the Chernobyl nuclear accident made during the Tokyo Western Econonomic Summit;
Annex 2 - Note to Mr Braun , Director-General, DG III from Mr P.S. Gray reporting on his activities after the Chernobyl incident in defining the most contaminated third countries and listing the most sensitive products affected, due to the questionning of the correcteness of the decisions made following the explosion;
Annex 3 - Communique regarding visit by Director General of the IAEA, Dr. Blix, to the USSR on the invitation of the Soviet Government (5-9 May) to get first hand information pertaining to the accident and measures taken for the elimination of consequences of the incident;
Annex 4 - Resolution on Chernobyl adopted by the European Parliament condemning the Soviet authorities for lack of prompt and precise information, requesting Member States and the Commission to examine provisions of the Euratom Treaty with a view to adapting it to the new requirements of cooperation between all countries and request the Member States and the Commission to collaborate with the IAEA on reporting accidents, and to implement effective inspection mechanisms at international level;
Annex 5 - EP Resolution on the adverse repercussions of the Chernobyl nuclear disaster on the agricultural sector;
Annex 6 - Agreed text for the Chairman of the Board of Governors of the IAEA on the initiation of further Agency measures for improving international cooperation on the safety of nuclear installations;
Annex 7 - Outline Communication from the Commission to the Council on the consequences of the Chernobyl accident, COM(86)327 detailing a basis for common action, action areas (health protection, intrinsic and operating safety of installations, emergency procedures, international action, research);
Annex 8 - Conclusions of the European Council, The Hague (26-27 June) on the short, medium and long term consequences after the Chernobyl disaster;
Annex 9 - Commission Communication to the Council, The development of Community measures for the application of Chapter III of the Euratom Treaty: Health and Safety (COM(86)434).
