Context
The collection has been deposited in February 1994 at the HAEU by Klaus Pöhle, Director for Institutional and Political Affairs at the Legal Service of the European Parliament in Luxembourg, who received a predominant part of the documents by Reinhold Bocklet.
In October 1994 the HAEU received five more files from Klaus Pöhle, which have been integrated to the fonds.
Content and Structure
The BR fonds contains the material collected and collated by Reinhold Bocklet concerning the European Parliament's election procedures and the EP's direct elections in the context of the preparation of the 'Bocklet Report' (doc. PE 111.992) presented in September 1984 to the Political Affairs Committee.
The fonds includes, amongst others, official documents of the Political Affairs Committee covering the period 1979-1989, reports and minutes of meetings of the Committee and its Working Groups, official publications of the Member States concerning the electoral legislation and documents about the financing of the political parties.
The files integrated to the fonds in 1994 contain press cuttings regarding the eligibility of West-Berlin deputies into the EP, the right to vote for foreigners and the law suit of Luxembourg against the decision of the EP regarding its seat (1981).
Conditions of Access and Use
The fonds can be consulted according to the terms of the HAEU.
Photocopying is limited to 300 copies a year per researcher.
