- Organization: a note, document 129/75 (EN 11), conveys the decisions previously drafted in the Project by the Secretariat. The note has an annexed plan for the organization of the first meeting of the High Council which addresses on issues relating to the "organization and agenda of the first meeting of the High Council" and the "Procedure to enable the New Member States of the Community to accede to the convention at the first meeting of the High Council"
- Declaration to the minutes: a note, document 368/75 (EN 45), conveys a set of texts and declarations (on teaching and administrative personnel, financial regulations, statutes of personnel, regulatory financial dispositions, seat accord) previously drafted by the Preparatory Committee to be adopted and inserted in the minutes
