M. René Sergent was Secretary-General of the OEEC druing the period of the re-organisation of the OEEC to the OECD. He was reponsible for organising the procedural and administrative tasks involved in the process particularly in deciding which fields could be improved and expanded on as well as the activities which could be abandoned or wound up, amending the existing Convention in order to produce a re-organised and renamed but not entirely new organisation.
