Material from various American Embassies in Europe to the Secretary of State regarding the politics of European integration after the Messina Conference, includes, memo on opinion of French steel industry on question of further steps in the direction of European Economic integration. - Report on French unwillingness to make any concessions regarding Benelux agreement and information on Paul-Henri Spaak's belief that atomic energy the master key of European integration. Decision at Messina to take further steps toward integration through CSC countries rather than through OEEC. - Dutch moves to implement Messina decision. - Note of conversation between René Mayer of High Authority and Buchanan on the enthusiasm and interest in Euratom which Mayer hoped would not cause the idea of Common Market to be neglected.
