Particularly in the Post-War period there was a marked trend toward the idea of some sort of unity in Europe and while there was not at yet any common approach made, pressure was being exerted from the US to formulate some sort of policy. Ideas at this early stage concerned in the main some form of customs union with multilateralising of credit margins.
