Fernand Sauer (1947-) was the first Executive Director of the European Medicines Agency, from 1994 to 2000.
A French national, he qualified in pharmacy at the University of Strasbourg (1971) and received a masters in European and International Law from the University of Paris Assas (1977), as well as a number of post-graduate diplomas in public health, pharmaceutical law and European Community studies.
He held various positions in France as a hospital pharmacist and pharmaceutical inspector at the Ministry of Health (Paris) before joining the European Commission in Brussels (ex-DG-III) in 1979.
As Head of the Pharmaceuticals Unit (from 1986), he was involved in the completion of the European internal market for pharmaceuticals, the trilateral harmonisation of regulatory requirements (ICH) between Europe, the US and Japan, and the the development of pricing transparency and industrial policy in the pharmaceutical sector. He negociated and ratified in 1994 the accession of the European Union to the European Pharmacopoeia Convention.
He played a key role in the creation of EMA, and as its first Executive Director, he oversaw the establishment of a fast, effective and transparent scientific evaluation system for innovative medicines (human and veterinary use) and "orphan drugs" for rare diseases. He contributed to better patient information, stronger pharmacovigilance systems and sound scientific advice for pharmaceutical R&D in Europe.
Appointed Director for public health policy in the Directorate-General for Health and Constumer Protection at the European Commission (2000-2005), he was responsible for the first EU public health programme, tobacco control and for the creation of the European Centre for Disease Control (ECDC). He then sat at the College of the French High Council for Public Health (2007-2011). He has been a member of the French Academy of Pharmacy since 2006.
