William Owen Lock, a British physicist, was a high ranked member of the "Centre européen de Recherche nucléaire" (CERN) in Meyrin from 1960 to 1992. After graduation and lecturing at the Universities of Bristol and Manchester, William Owen Lock joined the Nuclear Physics Division of CERN. In 1966 he was head of the Scientific Conference Secretariat of the working group on the European Space Research Organization (ESRO) which produced the ‘Bannier report’. As head of CERN’s Fellows and Visitors Service he set up the CERN School of Physics and created a joint venture with the Russian Joint Institute for Nuclear Research (JINR) in 1970. From 1977 until his retirement in 1992 he was assistant to various CERN Board members and director generals and was, amongst others, responsible for the relations with China, India and Central and Eastern Europe.
