Helmuth Schröter was in 1965-1966 Administrator at the DG "Common Market and Industrial Policy" in the Directorate "Right of Establishment and Services". From 1967 to 1982, he was Administrator and Senior Administrator at the DG Competition in the Directorate "Competition Policy", Division "General Legal Questions and Legal Acts", and, from 1983 to 1989, Head of Sector in the same Division. In 1990, he was Head of Unit, in the DG Competition, Directorate "Cartels and Abuse of Dominant Positions", responsible for the application of the competition rules in individual cases relating to the industries of electrical construction, electronics, informations and telecommunications. In
1991-1992, he was Head of Unit, in the DG Competition, Directorate "Competition Policy and Coordination", responsible for the coordination of decisions applying the competition rules to undertakings. From 1992 to 1998, he was Head of the Unit "Legal and Procedural Questions, Legislation, Infringement Proceedings, Intra-Community Dumping" in the DG Competition, Directorate "Competition Policy and Coordination". From 1999 to 2001, he was Hearing Officer in the Commission procedures concerning the application of the competition rules to undertakings (as such attached to the Member of the Commission in charge of competition policy).
