Jacques Bourgeois, a Belgian lawyer, entered the EU institutions as civil servant in the Euratom Commission in 1962. From 1965 to 1983, he was successively member of the legal service and legal adviser in the European Commission. He was then appointed Head of the Trade Policy Instruments division in the EC’s DG External Relations in 1983 until becoming, in 1987, Principal Legal Advisor at the European Commission. He left the Commission in 1991.
