Vassilios Skouris received a law degree from the Free University of Berlin as well as a doctorate in constitutional and administrative law from the University of Hamburg. Between 1972 and 1977 he was a lecturer at the University of Hamburg. He was a professor of Public Law at Bielefeld University in 1978. Four years later, he was a professor at the University of Thessaloniki. Between 1983 and 1987, he was a member of the Administrative Board of the University of Crete. In 1989 and 1996, for a few months Skouris was Minister of Internal Affairs in Greece in the transitional governments to ensure the independence of parliamentary elections. He served as President of the Greek Association for European Law between 1992 and 1994. From 1993 to 1995 he was a member of the Greek National Research Committee, from 1994 to 1996 member of the Higher Selection Board for Greek Civil Servants, from 1995 to 1996 member of the Administrative Board of the Greek National Judges’ College, from 1997 to 1995 member of the Scientific Committee of the Ministry of Foreign Affairs, from 1997 to 2005 Director of the Center for International Business Law and European Law in Thessaloniki. In 1998 (he) was appointed President of the Greek Economic and Social Council. Skouris became a judge of the European Court of Justice in 1999. On 7 October 2003, he was elected President of the European Court of Justice and remained in office until 6 October 2015. He is a professor at the Hamburg Bucerius Law School since March 2016. Vassilios Skouris was elected Chairman of the Judicial Chamber of the FIFA Ethics Committee at the FIFA World Cup Congress in Manama, Bahrain, on 10 May 2017.
