Malcolm Harbour studied engineering at the Trinity College of the University Cambridge and graduated in 1967. Harbour also holds a Diploma in Management Studies from the Aston University. Between 1967 and 1999, Malcolm Harbour worked as an engineer, a senior commercial executive, a consultant and a researcher in the motor industry. In 1992, he became founder Director of the International Car Distribution Programme.
In June 1999, Harbour was elected Member of the European Parliament representing the West Midlands Region of the UK and remained an MP until July 2014. During that period he was member of the Group of the European People's Party (Christian Democrats) and European Democrats, member of the European Conservatives and Reformists Group, Chair of the Committee on the Internal Market and Consumer Protection, member of the Committee on Legal Affairs and the Internal Market, member of the Committee on Industry, External Trade, Research and Energy, member of the Delegation for relations with Japan, member of the Committee on the Internal Market and Consumer Protection, member of the Conference of Committee Chairs and member of the Delegation for relations with Afghanistan.
