Lord Tugendhat studied at Ampleforth College and later at Gonville and Caius College, Cambridge. From 1960-1970 he was leader writer for the Financial Times, London. In 1970 he became Member of Parliament standing on the Conservative Party ticket for the Cities of London and Westminister, a position he held until 1976. He then opted to stand in the European elections and became European Commissioner in 1977 for Budget and Financial Control, Financial Institutions and Taxation, in 1981 he was elected as Vice-President of the European Commission with responsibility for Budget and Financial Control, Financial Institutions and Taxation, a post he held until 1985. In 1986 he became Chairman of the Civil Aviation Authority, Chairman of the Royal Institute of International Affirs (Chatham House) and Chairman of the European Policy Forum. From 1996-1997 he held the Chair of Commission on Britain in Europe. He was created Baron Tugendhat in 1993.
