Richard Burke was educated at Christian Brothers, Thurles, University College Dublin (BA, MA, HDipEd) and the King's Inn (Barrister at Law).
He was associate Fellow of the Centre for International Affairs (University of Harvard) and a Member of Faculty of Leverette House, Harvard University. Prior to entering public life he was a teacher.
Burke was Fine Gael Deputy from 1969 to 1977 and Minister of Education from 1973 to 1976.
In 1977 he was appointed member of the European Commission as commissioner for Taxation, Consumer Affairs, Transport and Relations with the Parliament. He was responsible for the negotiation of O.C.T. (Overseas Countries and Territories) status for Greenland and for the negotiation of the Greek Memorandum after Greece's accession to the European Communities. From 1981 to 1982 he was again Fine Gael Dàil Deputy however he was reappointed to the Commission to substitute the Irish Commissioner Michael O'Kennedy in March 1982 with the competence for Personnel and Administration and the Statistical Office. Due to his seniority he was also nominated Vice-President of the Commission.
He was awarded the European Parliament's Pro Merito medal, and decorated with the Grand Croix de Leopold II by King Baudouin of the Belgians (1981) and the Grand Croix du Phénix by President Karamanlis of Greece in 1983.
