Context
Anastasios (Tasos) Bougas was a senior European public servant and a foundational figure in the history of European Union regional and cohesion policies, specifically pioneering the institutionalization of regional policy evaluation within the European Commission.
A Greek national, Bougas joined the European Commission shortly after Greece’s accession to the European Communities in 1981. Following the landmark 1988 Delors Reform, which doubled the structural funds allocated for European regional development, he transitioned into a high-level executive and management role within the Directorate-General for Regional Policy (DG XVI / later DG REGIO). Around 1989–1990, he took charge of the newly created Evaluation Unit within the Directorate-General, working closely under Director-General Eneko Landaburu to shape the accountability mechanisms of EU regional policies.
Bougas’s early executive career was defined by his work on the structural planning and appraisal of the Integrated Mediterranean Programmes IMPs / Programmes intégrés méditerranéens (PIM). Designed to modernize the socioeconomic infrastructure of Southern European regions, the IMPs served as the primary testing ground for early regional policy evaluation models. Notably, his unit deployed the IMPs Languedoc-Roussillon framework as a pilot to experiment with regional spatial and economic data modelling. The lessons drawn from these initial IMPs assessments culminated in a major international seminar on IMPs Evaluation organized by DG XVI in September 1990, cementing the transition toward rigorous, standardized structural policy appraisal.
Building directly on these IMPs specifications, Bougas masterminded the launch of the MEANS programme (Méthodes d'Evaluation des Actions de Nature Structurelle) in 1995.
A first transfer was made in July 2026 by Anastasios Bougas' wife, Mme Geneviève Chazal.
