Abstract
Since its creation in 1975 simultaneously with the start of ESA, the IPC assumed the tasks which were previously in ESRO not clearly assigned, namely those ones of the placing of the contracts. That was forcely necessary because the radical transformation of the organisation in an Agency, that mainly devoted to the scientific programmes accomplished under the signing and carrying out of contracts.
