The collection has been deposited in February 1994 at the HAEU by Klaus Pöhle, Director for Institutional and Political Affairs at the Legal Service of the European Parliament in Luxemburg, who received a predominant part of the documents by Reinhold Bocklet. Reinhold Bocklet had collected and collated the material concerning the European Parliament's election procedures and the EP's direct elections in the context of the preparation of the "Bocklet Report" (doc. PE 111.992) presented in September 1984 to the Political Affairs Committee.
The collections includes, amongst others, official documents of the Political Affairs Committee covering the period 1979-1989, reports and minutes of meetings of the Committee and its Working Groups, official publications of the Member States concerning the electoral legislation and documents about the financing of the political parties.
In October 1994 the HAEU received five more files from Klaus Poehle, which have been added to the fonds. This file group contains press cuttings regarding the eligibility of West-Berlin deputies into the EP, the right to vote for foreigners and the law suit of Luxembourg against the decision of the EP regarding its seat (1981).
