Henricus Antonius Cornelis Marie Notenboom (Roosendaal, 31 August 1926) is a Dutch retired politician.
After graduating in Economics from Tilburg University, he became Adjunct Secretary of the Dutch Roman Catholic Middle Class Association (Nederlandse Rooms-Katholieke Middenstandsbond) from September 1952 to January 1956. He subsequently was appointed Director of the Limburg Catholic Middle Class Association (Katholieke Limburgse Middenstandsbond) in Venlo until 1969.
Notenboom served as Member of the Dutch House of Representatives from 1963 to 1979, and was Member of the European Parliament from 1971 to 1984.
He was a member of the Catholic People's Party (KVP), and later of the Christian Democratic Appeal (CDA), when the former had merged into it in 1980. As financial specialist of the Catholic People's Party, he was influential in the Nacht van Schmelzer leading to the fall of the Cals cabinet. Notenboom criticised the budget as proposed by Cals.
In 1988, he obtained a Doctor of Philosophy in Economic Sciences with a thesis on budget law of the European Parliament.
Notenboom was Bijzonder Hoogleraar (Lecturer not paid by University funds) of matters related to small and medium-sized enterprises, between 1991 and 1994 at the Eindhoven University of Technology.
