Dr. Jürgen Schüler was born in 1939 in Schleswig (Germany). From 1960 to 1965 he studied Econmy at the Universities of Kiel, Bonn and Edinburgh. He received his PhD
in Kiel (Dr. sc. pol.). From 1966 to 1970 he was an employee at the Institute for World Economy in Kiel. From 1970 to 1980 he worked in the European Commission's DG for Economic and Financial Affairs under the Commissioners Raymond Barre, Wilhelm Haferkamp and François-Xavier Ortoli. From 1981 to 1990, he served as "Chef de cabinet adjoint" of Karl-Heinz Narjes and Peter M. Schmidhuber (Internal Market and Budget). From 1990 to 1998 Dr. Schüler acted as Director of Financial Control and from 1998 to 2001 as Director of the Common Service for External Relations (European Aid). He left in 2006.
