From 1985 to 1989, Jean-Michel Baer is member of the Cabinet of the President of the European Commission, Jacques Delors, in charge of social affairs, culture, audiovisual, and education, as well as responsible for communication and information questions. From 1989 to 1994, he is the Head of the Representation of the Commission in France. In April 1994, he is appointed as Director for Cultural action and Audiovisual policy in the DGX of the European Commission. He becomes, in June 2000, Director for Culture, Audiovisual policy and Sports in the DG Education and Culture.
