Lord Sherfield was educated at Oxford, where he took first class honors in history in 1925. He joined the Foreign Office in 1928. As a career diplomat, Lord Sherfield was attached to the Allied Mediterranean Command during World War II. From 1944 until 1947, he served as Minister in the British Embassy in Washington (1944-1947). Then he served as Assistant Under Secretary of State at the Foreign Office in London (1947-1948) and as Deputy Under Secretary (1947-1948). In 1953, he was appointed, as Sir Roger Makins, Ambassador to Washington. After he returned from Washington in 1956, he served as Joint Permanent Secretary of the Treasury (1956-1960) and chairman of Britain's Atomic Energy Authority (1960-1964). He later went into investment banking. He was chancellor of the University of Reading from 1970 to 1992. Roger Makins was knighted in 1949 and became the first Baron Sherfield in 1964.
