Sir Arthur Michael Palliser was educated at Wellington College and served in the Coldstream Guards during World War II. In 1947 he joined the British Diplomatic Service and held a number of appointments including Private Secretary to Permanent Under-Secretary (1954), 1st Secretary at the British Embassy in Paris (1956-1960), Head of the Policy Planning Staff (1964), Private Secretary to the Prime Minister Harold Wilson (spring 1966-summer 1969), Minister at the British Embassy in Paris (1969-1971), UK Ambassador and Permanent Representative to the European Communities (1971-1975) and finally from 1975 to 1982 Permanent Under-Secretary in the Foreign Commonwealth Office and Head of the Diplomatic Service. During the Falklands campaign, from April to July 1982, he was Special Adviser to the Prime Minister in the Cabinet Office. He was appointed a member of the Privy Council in 1983 and in the same year he joined the board of the London investment bank Samuel Montagu (1983-1996).
