Sir Donald MacDougall was educated at the Kelvinside Academy in Glasgow and later at Balliol College, Oxford. From 1940-45 he formed part of Prime Minister, Winston Churchill's statistical branch. He later worked during 1945 on repatriation and German industry in Berlin and Moscow. He was appointed Economics Director of the OEEC in Paris from 1948-49 where he was charged with producing the annual report. His interest in the construction of Europe was further heightened with his positions as member of the EEC study group on Economic and Monetary Union from 1974-75 and Chairman of the EEC Study Group on the Role of Public Finance in European integration, 1975-77. Publications: Don and Mandarins: Memoirs of an Economist (1987).
