Edmund Dell was educated at Owen's School, London and Queen's College, Oxford. From 1941 to 1945 he was a lieutenant in the Royal Artillery. In 1947 he returned to Queen's College as a lecturer in Modern History until 1949. He worked as an Executive in Imperial Chemical Industries from 1949 until 1964 when he became a Member of Parliament for Labour for Birkenhead. In 1966 he became Parliamentary Secretary for the Ministry of Technology and in 1967 for the Department of Economic Affairs. Following this he was appointed in 1968 Minister of State for the Board of Trade and then in 1969 for the Department of Employment. From 1974-76 he was Paymaster General before becoming Secretary of Trade. In 1978 Edmund Dell was chosen as member of the Committee of Three appointed by the European Council to report on European Institutions. In addition, he was a member of the Cabinet Committee on preparation for British membership of the European Monetary System. Publications: Political Responsibility and Industry (1973).
