Sir Michael Dacres Butler was educated at Winchester College and Trinity College, Oxford. He joined the Foreign Office in 1950. In 1952 he was sent to New York as part of the UK mission to the UN. He later served in Embassies in Baghdad, (1956-1958), Paris (1961-1965) and the UK mission to UN at Geneva (1968-1970). After a sabbatical year at Harvard in 1970, and as Counsellor in Washington, 1971-1972, Butler took up the post of Head of European Integration Dept., Foreign and Commonwealth Office (FCO) from 1972-1974. He was later given the position of Under- Secretary in charge of European Community Affairs, FCO and from 1979-1985 he was appointed Ambassador and Permanent UK Representative to EC, Brussels.
