Abstract:
The Preparatory Group setted up a Technical Committee. A governmental delegate for each member state captained the delegation, composed also by advisors. COPERS observers attended the meetings. The Technical Committee recommended decisions to the governments, having not power on funds.

Abstract:
Theoretically, the Council had to be the "prime motor" of all the programmes, but, often paralysed by the views of the delegations, did not be able to take serious decisions. It worked well as resetting stage of the preparation and discussion of the budget and the programmes.
