An initiative of Prof. Edoardo Amaldi originated an intense exchange of correspondence and consequently multilateral negotiations among the scientific circles in order to gather around the same table the best European brains for a hopeful Third Power in the space competition. This sub-fonds gives some elements for the reconstruction of the steps leading to COPERS.
