Under the initial Chairmanship of Sir Harry Massey, the Bureau was composed by the top scientists, then scientific administrators, one for each involved member country of the Preparatory Commission. The Bureau emanated the guidelines of the programmes and it coordinated the scientific work. The Bureau decided also the creation or abolition of the working groups, that depending from their usefulness for the creative phase of the organisation.
