Virtually 85% of the Fonds is composed of the official series of "Blue Papers" , emanating from the decision making and operative groups (minutes, working papers from permanent and temporary bodies). Apart from official directives, a short series GEERS (European space research study group) refers to the preliminaries of the COPERS. Relevant papers on the ESRO Convention are also included in this Fonds, the most important being the minutes of the 1962 "so called" ESRO Conference.

The ESA Headquarters in Paris stored the files arranged by topics and according a related filing system.

"Blue papers" are sequentially arranged, instead regarding other files, Historical Archives evaluated the files in homogeneous folders.
