Le Conseil belge du ME a été fondé en 1949 par un Comité préparatoire présidé par Jean Drapier, socialiste, ancien Chef de Cabinet du Premier Ministre Paul Henri Spaak. Le Conseil néerlandais a été fondé en 1948 par un Comité préparatoire composé par P.A. Kerstens, C. Rutten, Prof. Kranenburg et H. Brugmans. Le Conseil luxembourgeois a été fondé en 1949.
